Gideon Welles was the US Secretary of the Navy during the American Civil War and was tasked with publishing extensive details on the war which included letters from officers such as David Farragut, as well as battlefield maps, lists of captured and destroyed armies and vessels, and perhaps most interestingly, the effects of individual attacks and battles (such as Fort Sumter) on the outcome of the war.
