This incredibly rare 1796 printing of ‘The Laws of the United States of America’ was published in three volumes and collected by Zephaniah Swift who included the US Constitution and printings of other important American documents. According to Evans, this work
“contains the acts passed by the first, second, third, and fourth Congress. This edition published under an order of the Congress of the United States, has many peculiar advantages…”
This rare volume includes laws such as the enumeration of inhabitants of South Carolina, act for establishing and improving lighthouses and public piers, laws on distilling liquor, on licensing ships and large vessels, and perhaps most importantly, the treaty between the United States and the Cherokee Indians!
Evans also notes that this third volume contains the acts and laws of the 2nd session of the 4th Congress. And while the title page has imprint of 1796, this session did not occur until March of 1797.

- John Doughty (1754–1826) was an American military officer who briefly served as the senior officer of the United States Army in 1784. Holding the rank of major at the time, he bears the distinction of being the lowest ranked individual ever to serve as the senior most United States Army officer. Doughty became a captain of the 2nd Continental Artillery Regiment in January 1777 and served as an aide-de-camp to Major General Philip Schuyler. After the Revolution, he was dispatched by President Washington to the frontier to negotiate with the Choctaw Nation for trading post sites in 1789.
